COMMUNITY OF MISCOUCHE
SPECIAL MUNICIPAL ELECTION MEETING
NOVEMBER 3, 2014

1. CALL TO ORDER
Chairperson, Peter Mallett, called the meeting to order at 7:00 P.M. and welcomed everyone to tonight’s meeting and advised that the purpose of tonight’s meeting was to elect six people to act as Council Members for the next four years beginning November 17, 2014.

Present:
Peter Mallett – Chairperson
Ivan Blanchard – Vice-Chairperson
Joan Arsenault – Councilor
John Gillis – Councilor
Ben Murphy – Councilor
Mike MacKinnon – Councilor
Judy Gallant – Administrator/Returning Officer
And: 54 residents (Total qualified electors including Council members was 60)

2. APPOINTMENT OF RETURNING OFFICER
Chairperson, Peter Mallett, advised that Administrator Judy Gallant has been appointed to act as the Returning Officer for this Municipal Election and after signing the Oath of Returning Officer by Judy Gallant with Peter Mallett witnessing her signature, Peter Mallett turned the meeting over to Judy Gallant.

3. LIST OF POSITIONS TO BE FILLED AND PROCEEDURE FOR VOTING
Judy Gallant advised that there will be 1 position of Chairperson and 5 positions as Council Members. The first part of the election will be fore the election of a Chairperson and the second part will be for the election to fill the 5 positions as Council members.

4. QUALIFICATIONS FOR CHAIRPERSON, COUNCILLORS AND ELECTORS
Judy advised that to qualify to run for the position of Chairperson and Council Members, the person must be a Canadian Citizen, at least 18 years of age and a resident of the Community for at least one (1) year prior to the date of election (before November 3, 2013). To qualify to be an elector the person must be a Canadian citizen, at least 18 years of age and a resident of the Community for at least six (6) months prior to the date of elections (before May 3, 2014).

5. APPOINTMENT OF SCRUTINEERS
Albert Gallant and Mike Nesbitt were appointed to act as scrutineers.

6. CALL FOR NOMINATIONS FOR CHAIRPERSON
Judy advised that current Chairperson, Peter Mallett, has re-offered to run for the position of Chairperson and he had been nominated by Patsy Arsenault and Hazel Mallett and Peter has agreed to accept the nomination.
Judy called for further nominations from the floor three (3) times for the position as Chairperson.

7. CHAIRPERSON ELECTION RESULT
There being no further nominations from the floor Judy Gallant declared that Peter Mallett has been elected by acclamation to the position of Chairperson for a term of four years effective November 17, 2014.

8. REPORT ON COUNCILLORS RE-OFFERING TO RUN FOR THE POSITIONS AS COUNCILLORS
Judy advised that Councilor Ben Murphy has decided not to re-offer.
Judy further advised that Councilors Joan Arsenault, who was nominated by Stacey MacAusland and Kevin MacAusland, and Mike MacKinnon who was nominated by Jacqueline Lecky and Michael Richard have re-offered to run for the positions as Council Members and Joan Arsenault and Mike MacKinnon agreed to accept their nominations.

9. CALL FOR FURTHER NOMINATIONS FROM THE FLOOR
Judy then called for further nominations from the floor three (3) times for the positions as Council Members resulting in the following nominations being made.
Ivan Blanchard was nominated by John Gillis with Albert Gallant seconding the nomination. Ivan Blanchard agreed to accept the nomination.
John Gillis was nominated by Ivan Blanchard with Millie Gaudet seconding the nomination. John Gillis agreed to accept the nomination.
Patrick MacLellan was nominated by Deshia MacLellan with Corey Gillis seconding the nomination. Patrick MacLellan agreed to accept the nomination.
Ricky Myers was nominated by Albert Gallant and seconded by Justin Woods seconding the nomination. Ricky Myers agreed to accept the nomination.
Brendan Ronahan was nominated by Olive Allain with Mike Nesbitt seconding the nomination. Brendan agreed to accept the nomination.
There being no further nomination all seven names of candidates running for the five positions as Council members were put up for viewing in alphabetical order.

10. ELECTION OF COUNCILLORS
Judy distributed ballots to the residents with instructions that only up to five names of candidates were to be placed on the ballots.

11. ELECTION RESULTS
Following the counting of the ballots by the scrutineers and Judy Gallant, Judy announced that the number of votes cast for each candidate were as follows:

Joan Arsenault – 47
Ivan Blanchard – 42
John Gillis – 48
Mike MacKinnon – 23
Patrick MacLellan – 40
Ricky Myers – 37
Brendan Ronahan – 24

Judy announced that Joan Arsenault, Ivan Blanchard, John Gillis, Patrick MacLellan and Ricky Myers, having the most votes are declared the newly elected Council Members for a term of four years effective November 17, 2014. Everyone in attendance gave a round of applause for the newly elected Chairperson and Council Members.

12. ADJOURNMENT
Chairperson, Peter Mallett called the meeting adjourned.
