RURAL MUNICIPALITY OF MISCOUCHE
Special Meeting ATV Shared Road Access
January 24th, 2024

1. OPENING MEETING

Mayor Albert Gallant called the meeting to order at 6:00 P.M.

Present:

Albert Gallant  – Mayor
Allan Parks – Deputy Mayor
Ivan Blanchard- Councillor
Charles MacAusland  Councillor
Corey Gillis  Councillor
Patrick MacLellan Councillor (Absent)
Jonathan Gallant Councillor
Michelle Perry- CAO

And 30 Members of the Public
Mayor Gallant thanked everyone from coming and advised that the community was approached by the ATV club to potentially share the road if the government passes the legislation. Then he handed the meeting over to Peter Mellish representing the ATV club.

Mr. Mellish gave a brief overview on what the ATV club was looking for from the community, which was to have a support letter sent to the government stating that the community supports the ATV to use the roads.  Once legislation has been changed to allow this then the ATV Club and the community will have more meeting to decide what roads they can use and also to put restrictions in place. They want to work with the communities to create a safe environment for both ATV’s and residents.
Public had some questions.
Q: What roads will be used.
A: If the community supports and once the Law is pass in government then the community will decide what roads will be used, and times and speeds can be used.
Q: Who will be allowed to use the roads.
A: Riders will need to be of legal age to drive, and they must be insured and have a valid license.
Q: Who will be policing:
A: The police but mostly the conservation officer.
They also wanted to state that the ATV Club will take ownership of the trials and if there is an issue then the club will be notified to try and rectify the situation. As they want to work together to find a solution. They also what to educate youth in the schools and promote safety while driving ATV.

Deputy Parks added that this meeting was just to inform residents that they were approached by the ATV Club to write a support letter to the Government, stating that the community supports the Share the Road Program. And the Meeting was to find out what the concerns were for the residents. Then council will vote on this at their next meeting February 13th, 2024.
Q: How will the public know how the council voted.
A: The meeting minutes will be posted, and the ATV will be notified after the meeting so that they can update their face book page.
