Monthly Council Meeting
July 14th, 2026

1. OPENING MEETING
Mayor Albert Gallant called the meeting to order at 7:00 P.M.

2. Declaration of Conflict of Interest: No One Declared a Conflict of Interest.

3. MAINTENANCE REPORT: Monty MacAusland gave the following report: The culvert at the East Lagoon driveway was repaired Curran & Briggs received the job as they were the lowest bid and they could do the work right away. The summer treatment will be going into the lagoon in the next 2 weeks. Sewer flushing was completed last week and there were no issues, except there were a lot of adult wipes coming from Chestnut Court.

4. ADOPTION OF MINUTES: Monthly Meeting June 9th, 2026

MOTION moved by Allan Parks seconded by Charles MacAusland and carried
THAT the minutes for the  Monthly Meeting June 9th,  2026 be approved as presented.

5. BUSINESS ARISING:
a) Crosswalk: Still waiting on Highways to cut the curb on Lady Slipper Dr S
b) Proposed Development: The report came in from Environment and has been sent to the property owner.
c) Sidewalk repairs: The repairs were completed, and council wanted to know if the driveway on 41 Kelly Dr would be fixed.  We can add that one onto the next year project to finish Lady Slipper Dr S.
d) 100 Lady Slipper Dr S: The property was a private sale and they are working out the details.
e) Miscouche ATV Club Share the Roads: CAO Perry received a letter back from Municipal Affairs on what other communities are doing with the shared roads.  And there is a few communities that have a bylaw, but Municipal Affairs did  state that if the community does have a bylaw they have to be able to en force the bylaw. This has been tabled till the legislation has passed in Government.
f) Shared Services with the City of Summerside: The Deputy Mayor and the CAO met with the Mayor and the CAO of Summerside to discuss what services they are willing to share.   They wanted to know what the community was interested in.  They were told that we were interested in sharing a Bylaw Enforcement and Planning. They are going to look into getting a few more municipalities on board to share the cost then they will work out a price of sharing.
g) Cutting the Trees in the East Lagoon Fence: Council received 3 quotes on mulching the trees in the fence at the East Lagoon. AGL Contractors. $8,800 plus HST, Atlantic Bioheat for $8,625.00 HST Included and Twincrest $4,370.00 HST included.

MOTION moved by Pat MacLellan seconded by Ivan Blanchard and carried
THAT the community go with the lowest bidder Twincrest for $4,370.00 to do the mulching of the trees inside the fence at the East Lagoon

h) Music Group at the Rec Center: Tony Quinn stated that he can do a show in September, however the community will need to sell tickets for the event. Council decided not to do it at this time.
i) Maintenance Truck: Councillor Blanchard brought a new quote to the table along with the other 3 quotes, and council decided to table this till they get a quote on the plow for the front and also till they find out if they need a public meeting.
j) Fire hall Roof: The contractor from Wellington came out to look at the roof and they were not interested in replacing the seal or the gasket and they stated that in order to fix the roof they will need to redo the roof and remove the peak that was put on as they think that is where the leak is coming from as it does seal properly on the metal grooves of the roof.  Council decided to leave the roof as it for the time being.
k) Group Pictures: Council had the pictures done and the proofs were sent to council so they will pick the picture and get it done.

6. COMMITTEE REPORTS:

a) Fire Dept: Councillor MacAusland gave the following report: Black pond driveway was widened out. #111 is going in for inspection and they want to know if they can get a quote for the bodywork that needs to be done on it. Christmas party is December 5th, They will also be participating in Touch the Truck, Tri P.E.I., Tyne Valley Parade, the parish picnic and funeral for the 2 paramedics that lost their lives last week. The department is also reviewing their SOG and will have the final editing done before the signatures are done. Fire Smart this year is giving some additional funding so they are looking to get a new hydrant in St Nicholas

THAT the community get a quote for the body work that needs to be done on the #111.

b) Recreation, Parks, Playgrounds and Green Space: Councillor J Gallant gave the following report: We are waiting to get a load of soil for the park once we can coordinate with maintenance so he will be able to spread it when it here. He sent another email off to the contractor for the playground equipment to see about getting another load of wood chips for the park.

c)  Water & Sewer:  Councilor Gillis gave the following report: Nothing to report. Mayor Gallant will call AJL again to see when they are going to fix the holes at the West Lagoon.
d) Repairs, Maintenance and Village Properties: Councilor Blanchard gave the following report: This was already discussed.
e) PEI Federation of Municipalities: Councillor MacLellan gave the following report: The last meeting was held by Zoom and he was unable to attend so there is no report to give.
f) Bylaw Committee: Councillor Gillis gave the following report: Bylaw Enforcement Bylaw was created and will be sent out to the councillors tomorrow for review and then we will pick a date for the 1st and 2nd reading.

g) Finances:  Councillor Parks gave the following report: Finances are good. He went over the bills paid for the month and the financial statement with the budget.

THAT the financial report be approved as presented.

7. APPROVAL OF BILLS PAID FOR THE MONTH TOTALING: $98,566.21

MOTION moved by Allan Parks seconded by Ivan Blanchard and carried
THAT the payment of the bills totaling $98,566.21 be approved.

8. NEW BUSINESS:
a) Roof Cap at the Rec Center: There seems to be something missing from the roof cap and it lets in daylight and every time it rains hard it leaks through to the ceiling tiles.  Councillor Blanchard stated that he will get someone to look at it.
b) Park Bench: Councillor Blanchard stated that he seen in other communities that businesses or public donate a bench either in there name or in memory of someone. He wanted to know if this was something that could be done in Miscouche.  There was really no room for anymore park benches,
c) Thank you form the Bursary Winner:   Jaxon Arsenault won the 2026 Resident Bursary award and he sent a thank you to council.
d) Amalgamation: Councillor Blanchard wanted to know if this happens is there anyway that the community could give back something to the residents as they are the ones that paid for the asset in the community.
