COMMUNITY OF MISCOUCHE
Special Council Meeting
August 6, 2014

1. OPENING OF MEETING
Chairperson, Peter Mallett, called the meeting to order at 6:00 P.M.

Present:
Peter Mallett – Chairperson
Ivan Blanchard – Vice-Chairperson
Ben Murphy – Councilor
Mike MacKinnon – Councilor
Judy Gallant – Administrator
Absent: Joan Arsenault – Councilor and John Gillis – Councilor

2. “Ed Laughlin Memorial Service Person of the Year Award” – Council was advised that
there was only one nomination submitted for this year’s annual Ed Laughlin Memorial award and that person was Edwin DesRoches for his many hours of hard work to prevent a possible closure of the Miscouche Legion and return it to a financially viable operation. Council members approved the nomination of Edwin DesRoches and Ivan will arrange to have a plaque prepared for presentation to Edwin during this year’s annual Church picnic.

3. Rec Centre – Island Community Fund grant application – Peter advised that although it
appears that our grant application has been approved we still have not yet received any official written confirmation of its approval.

4. Rec Centre Upgrades – Tenders
Peter advised that we have received three tenders:

a) OMD Construction & Consulting of Wellington in the amount of $128,400.00 plus HST.

b) City Glass of Summerside submitted a quote of $7,247.00 plus HST for the supply and installation of 6 windows and 1 pair of commercial entrance doors only. The quote did
not include any other work.

c) G.I.A. Limited of Elmsdale in the amount of $103,000.00 plus HST.

Council was further advised that although Wellington Construction had provided a previous quote they did not wish to proceed with an official tender on this project due to their current heavy workload on other projects.

Following review of the tenders and discussion,

MOTION moved by Ivan Blanchard, seconded by Mike MacKinnon and carried,
THAT the tender submitted by G.I.A. Limited in the amount of $103,000.00 plus HST
be accepted CONDITIONAL upon our grant application under the Island Community
Fund being approved.
