Special Council Meeting
April 28, 2015
1. OPENING MEETING
Chairperson Peter Mallett called the meeting to order at 7:00 P.M.

2. Re: 2015 Grass Cutting
Council reviewed estimates that were obtained to purchase grass cutting trimmer which ranged from $540.00 to $1,400.00. Following review of the estimates and discussion:
MOTION moved by Ricky Myers, seconded by John Gillis and carried,
THAT we purchase a Stihl FS130 (36.3) grass trimmer from Cat Rental at
a cost of $543.00 plus taxes.
3. Firehall – Side Entrance
Council was advised that City Glass provided an estimate in the amount of $236.88 to supply and install a latch lock and lever handle on the firehall side entrance door for main lobby.
MOTION moved by Ivan Blanchard, seconded by Pat MacLellan and carried,
THAT we hire City Glass to install a latch look and lever handle on the inside
of the side entrance door leading into the main lobby of the firehall at a cost
4. Firehall – Staircase from Fire Dept
Council was advised that the original quote provided to install a staircase from the fire department to upstairs portion of the firehall was in the amount of $3,450.00 (hst included). Due to additional work that had to be carried out to reroute electrical wiring and installation of a window and door knobs etc. the price was increased to $3,905.64 (hst included) Council approved the additional costs for the work.
5. Rec Centre – Bingo Machine
Council was advised that the old bingo machine at the Rec Centre may soon need to be replaced and our Rec Centre Manager, Robert Gallant may be able to get a used one at an estimated cost of $3,000.00. Following discussion.
MOTION moved by John Gillis, seconded by Joan Arsenault and carried,
THAT we purchase a used Bingo Machine for the Rec Centre at an approximate
cost of $3,000.00.
Robert will need to check out the machine first to make sure that it is in good working order.
6. Community of Miscouche – “Volunteer” Vests/TShirts
Ivan reported that he has been checking to see what the cost would be to obtain “Community of Miscouche – Volunteer” vests/tshirts. Following discussion Council members agreed to discuss again at the next meeting.
7. FIRE DEPT – Jr. Brigade
Council was advised that Fire Chief, Jason Woodbury was able to get an estimate of $70.00 to $80.00 from Cooke Insurance as the cost for additional insurance to cover our Jr. Fire Brigade. Ivan will ask Jason to get a quote and name of the insurance carrier so Council can review it.
8. Fire Dept – Quick Response Vehicle – Non Emergency Uses
Council members discussed the recent number of times that the Fire Dept. “Quick Response Vehicle has been used for “non-emergency” purposes and Council members agreed that since the original purpose for purchasing the vehicle was for “emergency response” the should be more limits placed on its use. Following discussion Council members felt that the Operating Guidelines for the Fast Rescue vehicle which was prepared by the Fire Dept should be changed to reflect that “All other Uses” needs Council prior approval. Council feel that a letter should sent to the Fire Dept as soon as possible advising them of Council’s position.
