RURAL MUNICIPALITY OF MISCOUCHE
Monthly Council Meeting
October 9th, 2018.

1. OPENING MEETING
Chairperson Ivan Blanchard called the meeting to order at 7:00 P.M.

Present:

John Gillis – Councillor

Joan Arsenault – Councillor

2. Declaration of Conflict of Interest: Robin Gillis declared a conflict of interest for New Business section 10 c).

3. FIRE DEPT REPORT: Michelle gave the following report on Jason Woodbury behalf as he was unable to attend the meeting. The fire department committee for the monument would like the community to purchase 3 flag poles as part of their $6000.00 commitment that they offered to donate towards the monument. Committee had some issue about the drainage, and council wanted to make sure that the issues were looked at before the flag poles were ordered.
Halloween Night: the fire department wanted to know if the community was going to donate again this year for Halloween night.

MOTION moved by Pat MacLellan seconded by Ricky Myers and carried
THAT the donation of $200.00 same as last year would be donated for Halloween Night.

Christmas Party will be December 15th, at 8:00pm at the Legion, So the numbers will need to be given past and present council members.
There were 8 calls last month mostly medical and 1 mutual aid. The #121 had a leak in the brake hose again and it was repaired, Ivan asked Ricky to call Palmers to see if this was under warranty as they had just had it fixed.
Fire Department Open House will be October 14th.

4. MAINTENANCE REPORT: Monty MacAusland Maintenance man gave the following report. Flushing was completed between the 10-14 of September and they were able to get this completed in 4 days and on Sept 19th Monty pulled every cover on the sewer and did an inspection and made a list of repairs that will need to be done in the next 2-3 years. This is work that would need to be hired out to be completed. There was some discussion on getting fiberglass rings, however they would need to be approved by government as that is not something that anyone is doing on PEI.

MOTION moved by John Gillis seconded by Pat MacLellan and carried
THAT the work be completed on the manholes as long as they were not more than $350.00 for materials. Then Michelle Perry, Ivan Blanchard and Monty MacAusland could make a decision as to how many get done this year.

There is a drop in the payment in Iris court and Highways was out and suggested that the line be videoed to see if there is a break in the line, or if it just compacted down over time. Monty will get
Gillis Heating to video, it was also mentioned that there was block on Main Dr E and Kensington Septic had to be called in to flush te line. John suggested that this be done every year as the line is only 4″. Monty also got 3 quotes for 2 tires in the front of the tractor.

THAT 2 tires be purchased from Corcoran’s Farm Supply.

5. REC CENTER REPORT: Robert Gallant was unavailable to give a report. Ivan had Wayne Bernard Electric in to give a quote on replacing the lights at the Fire Hall and the Rec Center with new LED. Robin asked if it is possible to get the assessment done first as council is not sure that the cost can be recouped by replacing them.

6. ADOPTION OF MINUTES: Meeting minutes for September 11th, 2018 be approved as presented.

THAT the minutes for September 11th, 2018 be approved as presented.

7. BUSINESS ARISING:

a) Rock at Steeple View: picture was given on the 12′ x12′ plaque for the rock at Steeple View. although it will not be completed this year. The cost is around $300.00.

THAT the Memorial plaque be ordered for Steeple View Heights.

b) Corcoran’s: The letter was completed and read to council on the property, and Ivan and Pat will set up a meeting with Corcoran’s to discuss the look of the property.
c) Laughlin St Property. Potential buyer for $55,000.00 and the drawings were given to council on what they plan to do. It was suggested to give the Community Lot Standards as it does not look like there is enough room to do what he wants on the property.
d) Grant/ Gazebo: This project has been put on hold till the spring of 2019.
e) Oil Tank behind Fire Hall; Bobby has scrapped the building and the shingles, and he will paint it rather than replace with siding.
f) Rec Center Duties List: There was a Managers duty list, and a Bartender list created for the Rec Center which will be provided and signed by the manager and the CAO. Christmas dinner for the Bingo Volunteer: Michelle will be in touch with Claire Gallant about doing the dinner again this year possibly around end of November. And it was suggested that the lead for the bingo be contacted and then they will contact their crews and give the numbers back to Robert or Michelle.
Bingo Winners: Should have a minimum payout.

THAT the a minimum payout for bingo be $15.00.

8. COMMITTEE REPORTS:
a) Fire Dept: Already discussed.
b) Planning Board- Building Permits- 1 building permit shed on Monaghan St.
c) Sewer: Bills: Bills were all sent out October 1st, 2018
d) Firehall Maintenance & Street Lights: Snow Removal Contract will place an ad in newspaper for the contract.
e) Community Improvements: Nothing to report.
f) Finance: Seems to be a lot of oil being used at the Fire Hall. The switches were turned off in the summer. A little more investigating will be done.

9. APPROVAL OF BILLS TOTALING $ 35,014.07

MOTION moved by Ricky Myers seconded by Pat MacLellan and carried
THAT the payment of the following bills totaling $35,014.07 is approved.

10. NEW BUSINESS:
a)AED Training, Training has been set up for Rec center Oct 30th, Seniors Nov 1 and School Nov 5.
b) Elections: Nominations for candidates will be October 10th- 19th at 2:00pm. The ad went in the paper and will be split between 3 communities. Linkletter, Miscouche and St Nicholas.

c).Home for Christmas: Robin had declared a conflict of interest and left the room. St John the Baptist sent a request for a donation for the Annual Christmas Tree Lights for the deceased.

MOTION moved by Joan Arsenault seconded by Ricky Myers and carried
THAT the a donation of $100.00 be given to the St John the Baptist Annual Christmas Tree Lighting for deceased residents of the Community.

At this time Robin Gillis came back into the room.
d) Permits Increase: council decided not to increase the permit fees for the Community..
e) Rental Rec Center Increase: council discussed and agreed to increase the rental fee to any new renters: Wedding Non resident $250.00 Resident $150.00 pay the Bartender and Bouncer each $75.00. For birthday parties, Resident $25.00 and Non resident $25.00 an Hour. Any time the bar is opened it is an additional charge of $150.00. This new price list will be passed on to the Manager.

THAT the rental increase for the Rec Center be put in place going forward.

f) Cleaning of the Fire hall: With the winter months coming on and the hall being used more often should be changed to Bi-weekly cleaning.

MOTION moved by John Gillis seconded by Pat MacLellan and carried
THAT the cleaning of the Fire Hall be changed to Biweekly cleaning for the winter months starting November 1st, 2018.

g) Bells of Peace: Just a note that the church bells will ring 100 times on November 11th at dusk. This will be going straight across Canada to commemorate all veterans.
h) Milestone recognition letter for special anniversary and birthday for resident. Robin will draft a letter.
i) Newsletter for Jan, Feb & Mar information will need to be received by 1st of Dec.
j) Leave a book take a book: It will be taken down end of October before Halloween.
k) Council Chairs: Since there will be 1 new council need to get a chair:

THAT 2 new chairs be purchased for the council chambers.
