RURAL MUNICIPALITY OF MISCOUCHE
Monthly Council Meeting
October 13th, 2020

1. OPENING MEETING
Mayor Albert Gallant called the meeting to order at 7:00 P.M.

Present:
Albert Gallant – Mayor
Allan Parks – Deputy Mayor

2. Declaration of Conflict of Interest: No one declared a conflict of interest

3. FIRE DEPARTMENT: Michelle gave the following report for the Fire Department: Jackets they were looking into to purchasing new jackets for 41 fire fighters at the cost of $80 plus HST for each one and they wanted to see if council would pay for half.

MOTION moved by John Searle seconded by Allan Parks and carried
THAT the Fire Department put the request for half the new jackets in next year budget.

Christmas party is tentatively booked for December 5, but as per Dr Morrison she did not recommend that staff Christmas parties go ahead so council advised to cancel for this year. EMO meeting on October 19 at 6:30 tp update information. Annual testing of the Scott Paks and 2 failed so 2 news needed to be ordered.

MOTION moved by John Searle seconded by Allan Parks and carried
THAT $10,000.00 from the small equipment fund be used towards the purchase of the new Scott Paks.

There will be 2 groups of 15 on call for Halloween and they were hoping that council will again donate towards the cost of food for the night.

MOTION moved by Pat Maclellan seconded by John Searle and carried
THAT the Fire Department be given $200.00 towards food for Halloween night.

The grates were replaced in the Fire Hall and 2 replacement blades at the cost of $126.43 were bought as the fire fighter who volunteered to install them ruined his blades.
The price for the New Truck without a crew cab was $10,000.00 cheaper.

4. MAINTENANCE REPORT: Sewer flushing has been postponed till next spring There is 2 places in the community that may potentially have an issue but Monty has been keeping an eye on them for signs of breakdowns.

5. REC CENTER REPORT: Bingo’s: We have received approval for the bingo’s to start again with 100 people in the Re Center. Allan Jacqueline and Michelle will be having a meeting with the bingo managers to go over some final details and pick a starting date for the bingo’s tomorrow night.
We are still not able to find someone to check the roof at the Rec Center, and the side door may need some casing replaced.

THAT a contractor be found to look at the Roof and the Side Door at the Rec Center to get it fixed.

Internet for the Rec Center: Michelle got 2 quotes from the 2 different providers and the cost was the same accept 1 provider charged an installation fee of $99.00. The cost will be about $28.00 more a month.

THAT the Community go with Bell Aliant for the Internet at the Re Center.

6. ADOPTION OF MINUTES: Meeting minutes for September 8th, and Special Meeting with WSP September 15th, 2020

MOTION moved by Allan Parks seconded by Ivan Blanchard and carried
THAT the minutes for September 8th, and Special Meeting with WSP September 15th, 2020 be approved as presented.

7. BUSINESS ARISING:
a) Generators at the Lift stations: Preston Silliker was to attend the meeting to give some clarification on what was needed and he did not show up, so this will be tabled till next meeting. Also we did not receive the quotes on the Alarming system from Xylem yet.
b) Barking dog on Augustine St: The letter was sent and there was a conversation with the resident.
c) Increase in Sewer rates: The request was sent to IRAC for the increase. No word yet on if it was approved.
d) Fire Dues: Council had discussed increasing the Fire Dues in the surrounding communities. Michelle had pulled off the breakdown for other communities and we are very comparable. Council still wanted some other information so this will be discussed again in November.
e) West Lagoon: We are still waiting for the Survey plans and Albert was speaking with Locus Surveyors 2 weeks ago and they stated that they would have them done for tonight’s meeting. Also WSP advised that it was too late in the season to have the Wetland Delineation done without special permission from the province. Council wanted to check with WSP to see if we could get the special permission and if not could we be booked in for the spring. Michelle will look into this.
d) Lawyer on Retainer: This will be discussed at our closed meeting October 28th, 2020

8. COMMITTEE REPORTS:

a) Fire Dept: Already discussed
b) Planning Board- Building Permits- Permit was issued to 28 Laughlin for New House Build. 6 Antoinette Dr Accessory Building. 41 Main Dr E for an addition to Apt A for 2 bedrooms 1 bath. And 97/99 for Duplex on Kelly Dr.
c) Sewer:
d) Firehall Maintenance & Street Lights: Automatic Doors: We have recently received a quote to have 3 Automatic doors put in. 1 at the Municipal Office 1 at the seniors and 1 at the Rec Center.

MOTION moved by Allan Parks seconded by John Searle and carried
THAT the Community apply for the Rural Growth Initiative Grant for the funding for the Automatic Doors.

e) Community Improvements: nothing to discuss.
f) Finances: Since all the money has been collected for the sale of the lots council discussed transferring money to the Fire Department fund.

MOTION moved by Allan Parks seconded by John Searle and carried
THAT $50,000.00 be transferred to the Fire Department Fund.

9. APPROVAL OF BILLS TOTALING $ 90,734.11

MOTION moved by Allan Parks seconded by Jacqueline Lecky and carried
THAT the payment of the bills totaling $ 90,734.11 is approved.

10. NEW BUSINESS:

a) Police Association: Looking for a donation for the annual Crime Prevention Guide book this year it is on Child Abuse Awareness.

MOTION moved by Jacqueline Lecky seconded by Ivan Blanchard and carried
THAT the Community purchase a 1/10 of a page black and white for $230.00 taxes in to the Police Association Crime Prevention Guide.

b) Thank you card: Chloe Woods sent council a thank you card for her recent award of the Resident Bursary.

c) Home for Christmas: The St John the Baptist will be doing there annual Home for Christmas and are asking council for their annual donation for the lighting of the tree.

MOTION moved by Jacqueline Lecky seconded by Pat MacLellan and carried
THAT the Annual Donation of $100.00 for the Home for Christmas be given to St John the Baptist.

d) Remembrance Day: The wreaths were purchased and we are still waiting to her if there will be a ceremony this year.
e) FPEIM Annual Meeting: This year their annual meeting will be done by Zoom on October 19 from 9:30-2:30. Michelle will sign up to do it on behalf of council.
