RURAL MUNICIPALITY OF MISCOUCHE
Monthly Council Meeting
November 12th, 2024

1. OPENING MEETING
Deputy Mayor Allan Parks called the meeting to order at 7:00 P.M.

2. Declaration of Conflict of Interest: No one declared a conflict of interest

3. MAINTENANCE REPORT: Monty MacAusland gave the following report: The salt and sand arrived and has been loaded into the salt container.  The equipment is ready for winter and the stakes are almost all in place. Also the generators need to have maintenance.  Council received two quotes for maintaining the generators.

MOTION moved by Corey Gillis seconded by Charles MacAusland and carried
THAT the community go with Brad Paugh for maintenance on the generators for $600.00 each one.

4. ADOPTION OF MINUTES: Monthly Meeting October 8th, 2024

MOTION moved by Ivan Blanchard seconded by Charles MacAusland  and carried
THAT the minutes for the Monthly Meeting October 8th, 2024, be approved as presented.

5. BUSINESS ARISING:
a) West Lagoon Upgrades: The project has been completed and we are waiting for the final bill.
b) Hydrant: The electrician completed their work and we are waiting for Maritime Electric to hook it to the pole. It was also discussed about a solar street light at the well as it is extremely dark there. And also at the Black Pond as the fire department has already put the pole in for the light.

MOTION moved by Corey Gillis seconded by Charles MacAusland and carried
THAT the community purchase 2 solar street lights for the Black Pond and the New Fire Suppression well.

c) Unsightly Property 100 Lady Slipper Dr S: The resident is still working on the project however he was sick for a few weeks and just got his truck back on the road.  So council should see some progress by next meeting.
d) Phase 2 Kinsmen Rd: Council still has not received any drawings for Phase 2 yet.
e) Spillway on property at 31 Antoinette Dr: Council had received all the information from the lawyer and has no financial obligations to fix the issue on the property after 18 years since the resident built on the property.

Councillor MacAusland put a motion on the floor that the community pay for the development permit and the engineer to look at the plans from the resident on the water flow to ensure the water runs correctly.  And then pulled the motion.

Councillor Blanchard put a motion on the floor that the community pay for the development permit and half of the cost of the engineer and the other half be paid by the resident. No one seconded the motion so the motion died.

MOTION moved by Pat MacLellan seconded by Corey Gillis and carried
THAT the community only pay for the development permit and if the resident wants to fix the spillway on the property that they have to provide stamped engineer drawing to show that the water will run properly through the spillway to avoid any water backing up to any other properties.

Councillor MacAusland and Councilllor Blanchard voted against Motion Carried.

f) Home for Christmas: November 29 @6:30 CAO Perry will check with the Mayor to see if he will be available for this event.

6. COMMITTEE REPORTS:
a) Fire Dept: Councilor MacAusland gave the following report: #112 & 132 were at the fire school this past weekend for training with the juniors. The Christmas party is December 7th @6:30 and the numbers from council need to be sent to John Mitchell as soon as possible. Also the department would like to know if council will pay for the pizza that they had for Halloween night. The department did a walkthrough at Standard Aero, and they will also be taking 2 trucks for the Summerside Christmas parade.  Chief Woodbury would like to know if the community is thinking about a bylaw for new subdivision that they have the adequate roads for emergency vehicles. He would like to know what council would like to do with the old turnout gear, in the past they have donated to less fortunate departments.

THAT the community donate the old turnout gear to another fire department with a waiver that states the community is not responsible.

MOTION moved by Pat Maclellan seconded by Jonathan Gallant and carried
THAT the community donate $300 towards the pizza for Halloween.

MOTION moved by Charles MacAusland seconded by Jonathan Gallant and carried
THAT the report be approved as read.

b) Recreation, Park, Playgrounds and Green Spaces: Councilor J Gallant gave the following report: Bingo are going good there was an average of 90 people per evening over the last 4 weeks and the amount brought in was $2,030.00. And the bingo will be switching to afternoon bingo beginning next Sunday.

MOTION moved by Jonathan Gallant seconded by Charles MacAusland and carried
THAT the report be approved as read.

c)  Water & Sewer:  Councilor Gillis gave the following report: There was nothing to report.
d) Repairs, Maintenance and Village Properties: Councilor Blanchard gave the following report: Nothing to report on the buildings however there is some concerns about the conditions of the fire department space. They have not been cleaning it and emptying out the garbage cans. Deputy Mayor Parks advised that Councillor MacAusland address this with the department at the next meeting.

THAT the report be approved as read.

e) PEI Federation of Municipalities: Councillor MacLellan gave the following report: He was at a meeting with the federation last month and there is another meeting on November 21. And the percentage that the municipalities are receiving for the taxes is being reviewed by the federation and the provincial government to see if the municipalities can get a bigger share of the taxes to offset infrastructure cost.

THAT the report be approved as read.

f) Finances:   Deputy Mayor Parks gave the following report: The finances look good.
And we are waiting for the final invoice for the west lagoon to see what the community will have owing on the loan for the project.  Also there was $9,566.13 that was received in interest from the term deposits that were renewed, and they will be kept in the shares account for now. There also will be a transfer of $100,000.00 put back in the Capital Projects account that was borrowed out of there a few months ago to cover some bills.

THAT the report be approved as read.

7. Total bills paid for the month of October was $83,636.62

8. NEW BUSINESS:

a) Speed change request Lady Slipper Dr S: Council received a request from some residents on Lady Slipper Dr S to have the speed changed from 80 km to 60 km on Lady Slipper Dr S right to Route 11.
Council also wanted to know if they could have the crosswalks at the corner of Main and Lady Slipper N & S painted to represent  veterans.

MOTION moved by Corey Gillis seconded by Charles MacAusland and carried
THAT the community check with Highways to see about changing the speed on Lady Slipper Dr S and if highways would allow the community to have the crosswalks painted in respect for the veterans.

b) RCMP Speeding through the community: There has been some concerns that the RCMP have been driving too fast through the community and there are some concerns that someone is going to get hurt at the corner.

THAT the community send a letter to the RCMP requesting that they slow down going through the community.

Then council decided that they would rather have a representative from the RCMP come to a meeting with council as there was other concerns that needed to be addressed like 4 wheelers driving on the road through the community especially by the school. And maybe have more patrol presents in the community. CAO Perry will call to see what there availability is for a meeting.

c) Evangaline Skating club: The annual renewal for the Arena Sign is due for $287.50 and they would also like to know if the community would sponsor a free skate at $150.00

THAT the community purchase the arena sign and sponsor a free skate for the community.

d) Garbage Cans through the community: Councilor Gillis would like to know if the community would put a few garbage cans on the streets that have sidewalks so that residents walking their dogs can throw their waste in.  This request will be tabled till the spring as we are coming into winter months.
e) Hats and Shirts: The stock for hats and shirts are getting low for the community.

THAT the community purchase hats and shirts and also golf shirts for councilor.

f) Municipal building decorated for Christmas: Council received a request from a resident wanting to know why the municipal office was not decorated for Christmas outside, since the community has a decorating contest for the community.  Council discussed and decided that they will put a string of lights along the front of the building. And they will purchase the lights up to $250.00.
