COMMUNITY OF MISCOUCHE
Regular Monthly Meeting
November 10, 2015

1. OPENING OF MEETING
Chairperson, Peter Mallett called the meeting to order at 7:00 P.M.

Present:
Peter Mallett – Chairperson
Ivan Blanchard – Vice-Chairperson
Joan Arsenault – Councilor
John Gillis – Councilor
Pat MacLellan – Councilor
Ricky Myers – Councilor
Judy Gallant – Administrator
Michelle Perry – Administrative Assistant
and: Jason Woodbury – Fire Chief and Paul Perry – Deputy Fire Chief

2. FIRE DEPT REPORTS
Jason and Paul gave the following reports:

a) Rec Centre Bingo – The Firemen will be doing on the 22nd of November, 2015 bingo.
b) Firemen’s Xmas Party – will be held on Saturday November 28th at Miscouche Legion.

Council thanked Jason and Paul for their attendance and they then left the meeting.

3. MAINTENANCE REPORTS
a) Garage Overhead Doors – Broke and needs to be repaired.
The cost to repair would be approximately $300.00 and an additional $400.00 to install an opener for the door.

MOTION moved by Pat MacLellan seconded by Ricky Myers and carried,
THAT we pay the sum of $700.00 to repair the garage door on the
detached maintenance building and install an opener.

4. REC CENTRE REPORTS
a) Insurance Claim
We will pay the $1,291.02 for HST and $1,000.00 deductible for Paul David Systems PEI
with the balance of $8,221.60 to come straight from our Insurance Carrier for the work done at the Rec Centre.

b) GIA Ltd. – Ivan and Peter have met with Gerald Adams of GIA Ltd. who advised that he
would carry out the work that he needs to do to repair the damages.

5. ADOPTION OF MINUTES – October 13, 2015

MOTION moved by John Gillis, seconded by Ivan Blanchard, and carried,
THAT the minutes of the October 13, 2015 regular meeting be
approved as presented.

6. BUSINESS ARISING
a) Firehall – John reported that the he could have Wayne Bernard Electric come and convert
the electric at the firehall for upstairs and downstairs back to one meter instead of two separate meters. The cost will be around $400.00 for the work.

b) Kelly Drive – Ditch Infilling and Sidewalk – Peter will contact Matthew Fortier about the
rocks located at the Lady Slipper Drive South along the new sidewalk.

c) School Property Adjacent to BMX Park – Still waiting for a response from the School on
our letter to them.

d) 29 Wilfred St – Unsightly Property – Do up a Clean Up Order and have JC Security

service the Clean Up Order.

(At this time, 7:35 P.M., MLA, Sonny Gallant came into the meeting)

Sonny reported that the ‘Cross Walk’ sign located at the School roadway was erected without the knowledge of the Community then a letter should be sent to Stephen Yeo, P. Eng. with Dept of Transportation asking him to remove the sign at the School Road.

Sonny also reported that the ‘Land Use’ committee is still unsure as to how they should proceed with the unincorporated areas.

Following other discussions Sonny then left the meeting.

6. BUSINESS ARISING CONTINUED………..

e) Annual Meeting – Federation of PEI Munitipalities – This will be held on Saturday, November 15th in Tignish.

f) Sewer Charges – Outstanding sewer charges – Contact JC Security to have Notice of Intention to Disconnect Service served on the property owners.

g) Corcoran Farm Supply – Letter should be sent to Corcoran Farm Supply about the used farm equipment being placed on the recently purchased property.

7. COMMUNITY REPORTS
a) Fire Dept – Tanker is leaking oil out of engine. Ivan will speak to Fire chief Jason Woodbury about fixing the truck as soon as possible.

b) Recreation – Kelly Drive Playground – Hold until spring.

c) Planning Board – Nothing new to report.

d) Sewer – Prince County Wastewater Management – Council was advised that Preston Sillkier, owner of Prince County Wastewater Management was looking to increase his rate beginning the first of January, 2016 by $1,200.00 per year plus HST. Following discussion arrange to have Preston Sillkier come to meet with Council in December.

e) Acadian Purchase Trust – Waiting for royalties to be paid.

f) Firehall Maintenance & Street Lights – Nothing new to report.

g) Community Improvements – Nothing new to report.

h) Finance – Nothing new to report.

8. APPROVAL OF BILLS TOTALING $41,806.48

MOTION moved by Ivan Blanchard, seconded by Joan Arsenault and carried,
THAT the payment of the following bills totaling $41,806.48 be approved.

 

9. NEW BUSINESS
a) Prince County Hospital – “Lights for Life” Fundraiser

MOTION moved by John Gillis, seconded by Ricky Myers and carried,
THAT we donate the sum of $100.00 to the Lights for Life Campaign

b) Thank You cards – from Miscouche A. A. Group and from Estate of Laurinda Myers.

10. NEXT MEETING
Next regular monthly meeting will be held on Tuesday, December 8, 2015 at 7:00 P.M.
