RURAL MUNICIPALITY OF MISCOUCHE
Monthly Council Meeting
March 12th, 2019

1. OPENING MEETING
Mayor Albert Gallant called the meeting to order at 7:00 P.M.

Present:
Albert Gallant – Mayor
Allan Parks – Deputy Mayor
Jacqueline Lecky- Councillor
Pat MacLellan – Councillor (Absent)
John Searle- Councillor
Ivan Blanchard- Councillor (Absent)
Joan Arsenault – Councillor
Michelle Perry- Administrator

2. Declaration of Conflict of Interest: Allan Parks declared a conflict of interest in 10 a)and mayor Albert Gallant declared a conflict of interest in 10 c)

3. FIRE DEPARTMENT: There was no report to give

4. MAINTENANCE REPORT: Nothing for maintenance everything is good in the community as far as the sidewalks as the sewer.

5. REC CENTER REPORT: Jacqueline gave the following report. Bingo are doing good and Elections is looking to rent a room at the Rec Center for 6 weeks, and Robert is negotiating a price. Table Tennis has a lot of advertising out for the program and seems to be doing good, and Archery is going very well.

6. ADOPTION OF MINUTES: Meeting minutes for February 12th, 2019 be approved as presented.

MOTION moved by Allan Parks seconded by Jacqueline Lecky and carried
THAT the minutes for February 12th, 2019 be approved as presented.

7. BUSINESS ARISING:

a) Emergency Lights: They have been bought and installed and they were the plug in ones, so we had to hire the electrician to put one outlet in. The electrician also has the 2 new lights for the rec center and he will; install them when he has time.
b) Proposed Budget. Council reviewed the proposal for tomorrow night meeting with the public.
c) Lot on Kelly Dr: Ivan was in to Access PEI and he got the Parcel Id that was missing for the lot on Kelly Dr.
d) Table & Chairs council Room: They should be here in the next 2 weeks, there was a back log on orders.
e) WSP Proposal: WSP sent the proposal for council with the task and the amount of $10,000.00-$20,000.00

MOTION moved by Allan Parks seconded by Jacqueline Lecky and carried
THAT the proposal that was sent from WSP be accepted with an expected completion date of May 7th, 2019.

f) Fire Dues District: Council received a letter back from the Fire District Committee, and as a result of their meeting held March 6th, they have decided not to increase the rates as they have been increased 44% over the last 3 years.

8. COMMITTEE REPORTS:
a) Fire Dept: No report.
b) Planning Board- Building Permits- None
c) Sewer: Bills are getting ready to be sent out April 1st for the new rate increase for 2019
d) Firehall Maintenance & Street Lights:
e) Community Improvements: Michelle will call Maritime Electric about the rotten tree on Lady Slipper Dr
f) Finance: The transfer of $25,000.00 for the Capital Project Investment needs to be done by year end.

MOTION moved by Allan Parks seconded by John Searle and carried
THAT the amount of $25,000.00 be transferred from the operating account into the Capital Expenditures account.

9. APPROVAL OF BILLS TOTALING $ 26,513.86

MOTION moved by Allan Parks seconded by Joan Arsenault and carried
THAT the payment of the following bills totaling $26,513.86 is approved.

10. NEW BUSINESS:
a) Donation PEI Command: Allan declared a conflict of interest and left the meeting. Council received a request to donate again to the PEI Command for the Military Service Recognition Book.

MOTION moved by Jacqueline Lecky seconded by Joan Arsenault and carried
THAT the Community donate to the PEI Command for the ad in the Military Service Book for 1/10th of a page for $230.00 plus HST.

Allan came back into the room

b)Donation to Miscouche School Band: Council received a request from the Miscouche consolidated School Band looking for them to support an up coming trip that they are having.

MOTION moved by John Searle seconded by Allan Parks and carried
THAT the Community donate to the Miscouche Consolidated Band in the amount of $500.00 same as last year.

c) Extending Boundaries: since Mayor Albert Gallant declared a conflict of interest he left the room.
A resident outside of the Miscouche Boundaries has asked a council member to check with council to see if there was an interest to extend the boundaries. Council discussed and have decided to approach the resident and ask them to put it in writing as to what they are looking to do on the property.

Mayor Albert Gallant came back into the room.
