RURAL MUNICIPALITY OF MISCOUCHE
Monthly Council Meeting
July 14th, 2020

1. OPENING MEETING
Mayor Albert Gallant called the meeting to order at 7:00 P.M.

2. Declaration of Conflict of Interest: No one declared a conflict of interest

A resident representing Laughlin St spoke on the issue that they had with the construction of the completion of the subdivision. Lack of communication being the top of the list and the ditch dept being a big concern as well. They all talked about the safety issue of the street with the possibility of speed bumps or signage on the street. But the most important thing was that they were not told at any point of the process that was going to happen and that their yard and driveways were going to be affected. Allan advised them that he hears their concerns and that we will try to set a meeting up with Highways and the Engineer and the residents to get an better explanation as to why things needed to happen they way they did.

Council thanked the resident for the presentation.

3. FIRE DEPARTMENT: Chief Jason Woodbury gave the following report: The department had 7 calls last month. The 112 had to have the primer fixed on it and the Jaws have also been repaired. There was a recall on the hand sanitizer that was being used from EOC and new stuff has been order for the Fire Department use. The department has received a grant of $2,500.00 for the loss of income for Chase the Ace and 50/50 draws. They are only having a meeting once a month with the officers only till Covid -19 is over. Truck committee would like to know where council stands with the new fire truck. And the Monument will not be delivered till they are able to have the ceremony. Michelle has heard back from the Insurance about the Underwriters and it has been determined that there is not much difference in the insurance from the year of the truck that they have now to a new truck. Michelle has received a complaint about the department filling pools that are not firefighters. Jason responded saying that if a fire fighter wants to fill a pool that belongs to a friend than they can it’s a
perk for being in the department. Council had some issue with this and decided to look into this farther and maybe create a policy about this as this is a liability issue for the department
Council thanked Jason for the report.

4. MAINTENANCE REPORT: Nothing to report on maintenance.

5. REC CENTER REPORT: The community received $2,500.00 for a Special Situation Fund for the loss of income at the Rec Center.

6. ADOPTION OF MINUTES: Meeting minutes for June 9th, 2020

MOTION moved by Allan Parks seconded by Ivan Blanchard and carried
THAT the minutes for June 9th, 2020 be approved as presented.

7. BUSINESS ARISING:
Ivan asked if the letter was sent to the RCMP and Michelle advised that it was emailed to the Staff Sergeant. Ivan also asked if the Fire Department Summer party was still on as council had cancelled theirs. Jason advised that it was cancelled as well.
a) West Lagoon: Still waiting on Locus Surveyors to complete the survey.
b) Laughlin St: As per a phone conversation with council on June 16th, 2020 council decided to lower the price of the lots to $25,000.00 and $29,999.00 on Laughlin St as they were priced to high for the size of the lots. Council received an offer for the Lot 29 on Laughlin St.

MOTION moved by Ivan Blanchard seconded by Allan Parks and carried
THAT the offer for the property on Laughlin St Lot 29 be declined at this time as they were looking to get $25,000.00
Pat Maclellan voted no. Motion carried

c) Speeder on Wilfred St & Lady Slipper Dr N: Michelle has received a complaint for speeders on Wilfred St and that there was a very close call that a child was almost hit. Allan suggested that we try to set up a meeting with highways to see what we can do to get the road changed to allow speed bumps before there is a tragedy. He will make some phone calls to see what he can find out.

8. COMMITTEE REPORTS:

a) Fire Dept: Already discussed
b) Planning Board- Building Permits- Permit was issued to 20 Main Dr W for storage shed and 96 lady Slipper Dr N for a detached garage.
c) Sewer: Bills: 56 lady Slipper Dr N has paid the disconnect fee and we have reconnected the line.
d) Firehall Maintenance & Street Lights: The Fire Department cleaned the gutters in the front of the building, and they were plugged up so this could have been the reason the roof was leaking from the back up of water. They will monitor the issue. Once the electric poles go in on the end of Laughlin the community will need to install street lights.
e) Community Improvements: Ivan will get a few quotes on getting the outside wooden parts painted around the fire hall it is green now and will be changed to brown to match the trim.

9. APPROVAL OF BILLS TOTALING $ 31,118.11

MOTION moved by Ivan Blanchard seconded by John Searle and carried
THAT the payment of the bills totaling $ 31,118.11 is approved.

10. NEW BUSINESS:

a) Pride Flag: Council received a email asking that the Pride Flag be flown in support of Pride Week the last week of July first week of August.

MOTION moved by John Searle seconded by Ivan Blanchard
THAT the Community fly the Pride Flag in support of Pride week as long the requestor provides the flag.

b) Lapel Pins: Last time the community order lapel pins was in 2013 and 1000 was order. There is about 30 left.

MOTION moved by Ivan Blanchard seconded by John Searle
THAT the Community purchase 500 lapel Pins for $498.40 plus HST and shipping

c) Public Meeting for re-zoning of property 843086 the vacant lot next to Scooter’s. All the residents from Gillis St down on Kelly have been sent letters advising, and it will be in the paper on July 17 as well as at the mail.
d) Recyclables at the end of the road: Michelle received a complaint about someone taking the resident recyclables at the end of the road. Not much that council can do as when it is at the end of the road it is no longer your property.
