RURAL MUNICIPALITY OF MISCOUCHE
Monthly Council Meeting
July 10th, 2018.

1. OPENING MEETING
Chairperson Ivan Blanchard called the meeting to order at 7:00 P.M.

2. FIRE DEPT REPORT: Jason Woodbury gave the following report:
There were 4 calls last month, 2 medical, 1 Brush Fire and one Rescue. The summer party will be August 18th this year in Union corner and they are looking to have the community fund the food which will be around $600.00. The 3 Fire trucks need to detailed and waxed this is something that gets done every year. Its about $600.00 $200.00 per truck. And the department wants to know if it can be done again this year. The Fire department is working on the monument and they have $8000.00 saved in an account so far and they are asking the community to donate towards it. At the last meeting Ivan asked for an analysis to be done on the 2 rescue trucks, Jason said noone approached him or the deputy for information and if there needs to be a study then either the chief or the Deputy should be involved.

Council thanked Jason for the report.

3. MAINTENANCE REPORT: Nothing to report.

4. REC CENTER REPORT: The floor was done upstairs at the Rec Center by Town & Country.

5. ADOPTION OF MINUTES: Meeting minutes for June 12th and Special Meeting June 26th, 2018.

MOTION moved by John Gillis seconded by Pat MacLellan and carried
THAT the minutes for June 12th, and Special Meeting June 26th, 2018 be approved as presented.

6. BUSINESS ARISING:

a) Rock at Steeple View: Ivan looked in to the plaques at the children Memorial and they had 2 different ones Brass or Plastic. John was in touch with East Prince and they were going to come out and look at the stone and give a price on it, haven’t heard from anyone yet.
b) By-Laws: A date of July 31st, 2018 at 6:00 pm for the first reading of the New By Laws.
c) Asset Management Tool: Council had time to think over the presentation from the last meeting and decided to go with Level 1 at $165.00 a year.

MOTION moved by Robin Gillis seconded by Pat MacLellan and carried
THAT the community get Level 1 access to the Asset Management tool for $165.00 a year but have access to the manholes, sewer and property on the website.

d) Cleaner: Council has reviewed the proposals again for the cleaning of the Fire Hall building, after getting information that the cleaner would be covered under WCB and the insurance only if it was not negligence on the cleaners part.

MOTION moved by Pat MacLellan seconded by Robin Gillis and carried
THAT Shawn Meihm be hired on a monthly cleaning basis for the Fire Hall, subject to change to Bi Weekly if the need arises.

e) Grates for the Fire Hall: Michelle received a quote from Southwest Welding, and had asked Iron Eagle Welding last month for a quote but has not received one yet.

MOTION moved by Pat MacLellan seconded by Robin Gillis and carried
THAT the SouthWest Welding quote be accepted to complete the 4 grates at the Fire Hall and fix the slide at Steepleview Heights.

f) 25 years of service for council: Michelle went through the books and Wayne Poirier was the longest on council 30 years Albert Gallant was 22 and John Gillis was 21+. Ivan stated that Wayne had received a watch a few years ago for his service.

g) St Nicholas Fire Dues/Amalgamation: We have received half of the fire dues payment today, and St Nicholas are having a public meeting for the residents about Amalgamation. Ivan and John met with MLA Sonny Gallant about Amalgamation. Robin asked what the outcome was and did not receive a definite answer just that they were looking for a letter from the government that municipalities will not be forced into amalgamation. But they have not received anything yet stating this.

h) Fall at the Rec Center: Still waiting for a letter of permission to pay the bill from the person.

i) Summer Student: There is a few issues with the new students that were hired trying to work them out, however Michelle was asking if it was feasible to hire another person to help run the program for 6 weeks.

THAT the Community hire an individual for 6 weeks at minimum wage to help run the program for the Summer Program.

j) Corcoran’s: We have received a complaint letter from a resident about the site of the property at Corcoran’s. Ivan was going to talk with MLA Sonny Gallant to see if he can get the restrictions for the a Salvage yard.

7. COMMITTEE REPORTS:
a) Fire Dept: Summer Party:

MOTION moved by John Gillis seconded by Pat MacLellan and carried
THAT the Community fund the Fire Department summer Party up to $600.00 for food.

Washing of the Trucks:

MOTION moved by Pat MacLellan seconded by Ricky Myers and carried
THAT the 3 Fire Trucks be waxed and detailed at $200.00 a truck.

Monument:

MOTION moved by Ricky Myers seconded by Pat MacLellan and carried
THAT the Community donate $6000.00 towards the Fire department Monument.

b) Planning Board- Building Permits- 1 permit 31 Lady Slipper Dr N for a 12 x12 addition.
c) Sewer: Bills: 5 signs went up to disconnect service and all 5 residents have paid the updated amount 1 had a payment plan that will be monitored.
d) Firehall Maintenance & Street Lights:
e) Community Improvements: Property sale by Scooters fell through as the seller backed out. Also the sign at the corner no right on a red light is still up. John said that he will talk with Steven Yeo to see what the plans are at that corner.
f) Finance: Nothing to report

8. APPROVAL OF BILLS TOTALING $ 23,371.48

MOTION moved by Pat MacLellan seconded by Robin Gillis and carried
THAT the payment of the following bills totaling $23,371.48 is approved.

9. NEW BUSINESS:

a) Leave a book take Book: Ivan suggested that the community get 1 box made and put it up
somewhere in the community. He spoke with Frank Gallant to have one built to show council.
b) Donation for the Graduation for Miscouche Consolidated. Michelle received a letter the day of graduation looking for the donation for the prizes. She contacted the Vice Principal and advised it was to late as this would need to be passed at a meeting. The School said that they will put it in this year.

MOTION moved by Robin Gillis seconded by Pat MacLellan and carried
THAT the donation of $200.00 be given to the Miscouche Consolidated School for the graduation prizes even though it was late in coming in.

c) Ivan asked that all council do there part in the parish picnic this year.

11. NEXT MEETING: August 14th, 2018 with the 1st By Law Reading for July 31st, 2018
