COMMUNITY OF MISCOUCHE
Monthly Council Meeting
January 9th, 2018

1. OPENING MEETING
Chairperson Ivan Blanchard called the meeting to order at 7;00 P.M.

Present:
Ivan Blanchard – Chairperson
John Gillis – Councillor (Absent)
Robin Gillis- Councillor
Pat MacLellan – Councillor
Joan Arsenault – Councillor
Ricky Myers- Councillor (Absent)
Michelle Perry- Administrator

2. FIRE DEPT REPORT: There was no one from the Fire department to give the report.

3.REC CENTER REPORT: Nothing to report..

4.MAINTENANCE REPORT: Nothing to report.

5. ADOPTION OF MINUTES: for December 12th, 2017

MOTION moved by Robin Gillis, seconded by Joan Arsenault and carried,
THAT the minutes of the December 12th, 2017 meeting be approved as presented.

6. BUSINESS ARISING:

a) Dogs on Kelly Dr: There has been a few complaints again about the dogs charging up to the sidewalk on Kelly and the residents are concerned that the dogs will break the wireless fence and come on to the side walk. Pat was unable to reach the homeowners about this situation, so Michelle will send a letter to them.
b) Critical Care Insurance: This is being discussed again as it was not clear as to what plan Council wanted to go with there is a Essential , Balanced and Complete and the price varies as to what plan they want. So it was suggested that the community pay for the Essential plan and then if anyone wanted to upgrade the package for more coverage then they would pay for it them selves just the difference in the package price. Michelle will call Cooke’s Insurance to see if the packages can be split up.
c) Steel Door at the Fire Hall: We have received 2 Quotes from Blaine Gallant and Wellington construction side with a new door and frame and to check the leak on the side wall with the brick.

MOTION moved by Pat Maclellan seconded by Joan Arsenault and carried,
THAT the tender go to Blaine Gallant Welcome Letter: Michelle has drawn up a sample letter to the welcome new residents. Robin Gillis will work on the letter as well as a quarterly newsletter.

e) MCEG: The community has received a letter advising that they will receive $12,804.31 for the Municipal Capital Expenditures Grant for the 1st, 2nd &3rd quarter 2017/2018.
f) AED machines: We have received the 3 AED machines and they are all installed at the locations. A presentation will be made at the School however Ivan wanted to wait for John Gillis to be feeling better so he can do the presentation. This will not happen till February

7. COMMITTEE REPORTS:
a) Fire Dept: Nothing to report
b) Planning Board- Building Permits- No permits, However the 2 properties on Wilfred St 19-20 have sold this week.
c) Sewer: Nothing to report.
d) Firehall Maintenance & Street Lights: The Amber light is still out at the Corner Street Lights Michelle will contact Dawn Moase from Highways again.
e) Community Improvements: The community has received a letter advising that they will receive $12,804.31 for the Municipal Capital Expenditures Grant. Also Ivan was in touch with Government about the water at the residence on the corner of MacMillan and Main Dr, and he left a voice mail to Supervisor to have a look at the property as there is still a lot of water on the property and the culvert should be replaced. Follow up email will be sent.
f) Finance: The loan taken out to pay for the Sidewalks. Also the Bill for Peter Peirre was questioned as this was for a Fire Fighter who had PTSD and Council wanted to know if this was covered by Workers Comp or Insurance. Michelle will look into it.

8. APPROVAL OF BILLS TOTALING $ 249,354.69

MOTION moved by Joan Arsenault seconded by Robin Gillis and carried,
THAT the payment of the following bills totaling $249,354.69 is approved.

9. NEW BUSINESS:

a) Fall at the Rec Center 2015: Table till next meeting not enough for a Quorum
b) Meet your Neighbour Night: The date will be February 17th and there will be the pancake breakfast and something for the kids in the afternoon. They will not have a dance this year but they will check with the Legion to see if there are having one and then advertise that way. Also they will be just doing toques this year, and we will check with Robert to make sure that the date is free and to see if Old Dutch will donate some chips.

MOTION moved by Pat Maclellan seconded by Robin Gillis and carried,
THAT the budget for the Meet your Neighbour Night will be $3000.00.

c) Budget Meeting: The budget meeting will be January 30th , 2018 at 6:00pm
d) Fire Dues: This has been discussed at the last few meeting. Talked about increasing $10.00 a year for all categories and also to add a category for vacant lots which will be $10.00 a year.

MOTION moved by Pat Maclellan seconded by Robin Gillis and carried,
THAT a letter will be sent to Miscouche Fire District Committee and Community of St Nicholas suggesting that the Fire Dues be increase by $10.00 for all categories and to add a category for Vacant Lots at $10.00 a year if not already in place.

 

11. NEXT MEETING: Budget Meeting on January 30th,2018 at 6:00 pm and Monthly Meeting February 13th, 2018
