RURAL MUNICIPALITY OF MISCOUCHE
Monthly Council Meeting
August 14th, 2018.

1. OPENING MEETING
Deputy Chairperson Pat MacLellan called the meeting to order at 7:00 P.M.

Present:
Ivan Blanchard – Chairperson (Absent)
John Gillis – Councillor
Robin Gillis- Councillor (Absent)
Pat MacLellan – Deputy Chair
Joan Arsenault – Councillor
Ricky Myers- Councillor
Michelle Perry- Administrator

2. Declaration of Conflict of Interest: There was no declarations of a conflict of interest.

3. FIRE DEPT REPORT: There was no one to give the report for the Fire Department:

4. MAINTENANCE REPORT: Complaint on Iris Court about a contractor driving over the Cul De Sac and tearing it up. Michelle went down and spoke with the contractor and he will have it fixed.

5. REC CENTER REPORT: Robert was not available to give the report so Michelle gave the following report: Bingo are still doing good and there is a few more bookings in the next few months. Robert also wanted to make council aware that there is a grant for lights out now that he thinks the lights should be replaced. Michelle will check to see what grant it is.

6. ADOPTION OF MINUTES: Meeting minutes for July 10th and First By Law Reading Meeting July 31st, 2018.

MOTION moved by John Gillis seconded by Ricky Myers and carried
THAT the minutes for July 10th, and First By Law readings Meeting July 31st, 2018 be approved as presented.

7. BUSINESS ARISING:

a) Rock at Steeple View: Michelle left 2 messages for east Prince and no one called back. .
b) By-Laws:

THAT the 2nd reading of the Code of Conduct By Law 2018-06 be approved as presented.

MOTION moved by Ricky Myers seconded by Joan Arsenault and carried
THAT the Code of Conduct By Law 2018-06 be adopted as presented.

THAT the 2nd reading of the Conflict of Interest By Law 2018-07 be approved as presented.

THAT the Conflict of Interest By Law 2018-07 be adopted as presented.

THAT the 2nd reading of the Procedural By Law 2018-08 be approved as presented.

THAT the Procedural By Law 2018-08 be adopted as presented.

THAT the 2nd reading of the Municipal Elections By Law 2018-05 be approved as presented

c) Corcoran’s: Council has decided to table this to next meeting when everyone is here to discuss.

d) Leave a Book Take a Book: It has been installed and residents are using it. Michelle will send pictures to the paper.

8. COMMITTEE REPORTS:
a) Fire Dept: Few Medical calls this month, and the Boot Drive on Sunday went very good, and the Summer Party is this weekend in Union Corner.
b) Planning Board- Building Permits- No Building Permits
c) Sewer: Bills: Nothing to report the bills will go out in October.
d) Firehall Maintenance & Street Lights: It was requested that all the grates be finished in the Fire Hall, as some of them are starting to lift, and if someone trips it becomes a liability

THAT Southwest Welding be called back to complete the rest of the grates in the Fire Hall.

e) Community Improvements: Nothing to report.
f) Finance: Gas Tax: The payment for the Sidewalk Loan came out of the bank before the Gas Tax payment went in. Council needs to make a decision if the payment should be put back in the Operating Account.

MOTION moved by John Gillis seconded by Ricky Myers and carried
THAT the $37,500.00 payment for the Sidewalk Loan that came out of the Operating Account, be left on the Loan with the additional $50,000.00 from the Gas Tax.

9. APPROVAL OF BILLS TOTALING $ 44,528.51

MOTION moved by John Gillis seconded by Ricky Myers and carried
THAT the payment of the following bills totaling $44,528.51 is approved.

10. NEW BUSINESS:

a) Foot Pedals/ Sign Holders: We have received a quote from Southwest Welding to fabricate 10 sign holders and 2 new foot pedals for the equipment at the park.

THAT Southwest Welding fabricate 10 sign holders and 2 new foot pedals for the gym equipment at the kids park.

b) Asset Management Course: There is a 3-5 days course coming up in 2018/2019 at a cost of $3000.00 and at this time the Government will contribute $1500.00 to the Municipality to taske the course on Asset Management.

THAT the Community register for the Asset Management Cohort Program.

c) Municipal World: Email was sent on a subscription for a magazine for 12 months. Council discussed and they are not interested at this time.
d) Thank You crime Prevention: We have received a certificate and thank you letter as well as the magazine for Crime Prevention.
e) Amalgamation with St Nicholas: Chairperson Pam Dawson called in to see what Miscouche’s thoughts were if St Nicholas was to amalgamate with them. She stated that they need to have a public meeting to see what the residents thought and she will call back.
